Is it possible to only show in the feed, ads that have paid a certain level of visibility fee?

For example, as priority show featured ads first (or featured ads only, if there are more featured ads than slots on the feed) - but if there are not enough featured ads site-wide, then top up the feed with ads from a currently featured category (e.g. Christmas decorations or gifts in Nov / Dec) followed by &quot;anything else&quot; to fill the feed quantity.

I know this is probably a tall order code-wise, but just trying to think outside of the blog ;)
