For example, as priority show featured ads first (or featured ads only, if there are more featured ads than slots on the feed) - but if there are not enough featured ads site-wide, then top up the feed with ads from a currently featured category (e.g. Christmas decorations or gifts in Nov / Dec) followed by "anything else" to fill the feed quantity.
